OFAC sanctions Swedish transnational criminal organization for carrying out attacks on behalf of Iran

On March 12, 2025, the U.S. Department of the Treasury’s Office of Foreign Assets Control designated the Foxtrot Network and its fugitive leader, Rawa Majid, for their involvement in the January 2024 attack on the Israeli Embassy in Sweden, which was orchestrated on behalf of the Government of Iran.  OFAC reported that the Foxtrot Network, a transnational criminal organization (“TCO”) based primarily in Sweden, is one of the most prominent drug trafficking organizations in the region and is allegedly responsible for carrying out attacks on Israelis and Jews in Europe.  According to OFAC, this action was taken to further implement the National Security Presidential Memorandum-2, which is aimed at disrupting the Iranian regime’s ability to sustain its criminal destabilizing activities.

These designations were imposed pursuant to Executive Order 13581, as amended by EO 13863, for being a foreign person that constitutes a significant TCO.  As a result of this designation, all property and interests in property of a designated person within the United States or within the possession or control of a U.S. person are blocked, and U.S. persons are generally prohibited from engaging in transactions involving a designated person.  Entities owned 50 percent or more by one or more designated persons are also blocked, unless they are exempt or transactions are authorized by a general or specific license issued by OFAC.
