The US Department of the Treasury’s Office of Foreign Assets Control has designated Abdelrahim Hamdan Dagalo, a high-ranking leader in the Rapid Support Forces (“RSF”), a Sudanese paramilitary group currently engaged in armed conflict with the Sudanese Armed Forces. Dagalo is designated pursuant to Executive Order 14098, for engaging in actions and policies that threaten the peace, security or stability of Sudan. In addition, Dagalo is being designated for serving as a senior executive officer or member of the board of directors of the RSF, where both Dagalo and his brother figure prominently.
The RSF has been accused of ethnic killing, sexual violence, the massacre of civilians, and other human rights abuses such as attacks on schools, hospitals and religious sites.
As a result of this designation, all property and interests in property of Dagalo within the United States or within the possession or control of a US person are blocked, and US persons are generally prohibited from engaging in transactions involving a designated person. In addition, entities owned 50 percent or more by one or more blocked persons are also blocked.
