The UK Office of Financial Sanctions Implementation of HM Treasury recently amended General License INT/2022/1839676 under Regulation 64 of the Russia (Sanctions) (EU Exit) Regulations 2019. On November 10, 2023, OFSI amended General License INT/2022/1839676 related to Russian travel in order to clarify that the license permits UK persons to purchase tickets from Designated Persons (“DPs”) or any Subsidiary for passenger rail and passenger air journeys that originate in, or within, Russia.
General License INT/2022/1839676 was originally issued in May 2022 to permit UK persons to purchase tickets from the following DPs: PJSC Aeroflot, JSC Rossiya Airlines, JSC Ural Airlines, and Russian Railways or any subsidiary owned or controlled by these DPs that provides rail or air passenger services. The license was last amended in February 2023 to make clear that the license enabled UK persons to purchase tickets from the South Caucasus Railway CJSC, a subsidiary of Russian Railways, and allowed passenger rail travel between Armenia and Georgia and within those two countries. The February 2023 amendment also changed the license’s expiration date to May 23, 2024.
