OFSI issues new general license to enable certain payments to local authorities

The UK Office of Financial Sanctions Implementation recently issued General License INT/2023/3781228 pursuant to the UK Autonomous Sanctions Regulations listed on Annex 1, to enable UK designated persons (“UK DPs”) or persons acting their behalf to make certain permitted payments to Local Authorities in the UK.  According to the general license, permitted payments include Council Taxes or rates charged on domestic properties, non-domestic rates, and any associated late penalties or fees incurred.

UK DPs who utilize this general license are required to report the following details and supporting evidence to OFSI within 14 days of making a permitted payment:  i) the DP; ii) the type of permitted payment made; iii) the amounts paid; iv) the payment route used; and iv) the date of payment.  DPs are also required to keep accurate and complete records of actions taken pursuant to this license for a minimum of 6 years.
