President Biden issues new executive order that expands the Western Balkan sanctions regime

On January 8, 2025, President Biden signed Executive Order 14140, “Taking Additional Steps With Respect to the Situation in the Western Balkans” in response to certain events, including continued attempts to undermine post-war agreements and institutions and engage in significant corruption in the Western Balkans.  Executive Order 14140 amends EO 14033 (Blocking Property and Suspending Entry Into the United States of Certain Persons Contributing to the Destabilizing Situation in the Western Balkans) and enables the Secretary of the Treasury, in consultation with the Secretary of State, to sanction individuals and entities responsible for or complicit in acts of corruption, serious human rights abuse, or actions or policies that undermine the peace, security, stability or the territorial integrity in the Western Balkans.  The Department of Treasury is also authorized to sanction anyone who attempts to engage in such actions or policies.

EO 14140 also enables the Department of Treasury to sanction leaders, officials, or members of any entity that have been designated pursuant to this order; individuals and entities that provide material assistance to any person designated pursuant to this order; and individuals and entities that are owned, controlled by, or act on behalf of any person designated pursuant to this order.  The new executive order also enables the Department of Treasury to designate the spouses or adult children of these designees.
