On December 22, 2023, the UK announced that it voted in favor of United Nations Security Council resolution 2720 to expand access to humanitarian aid in Gaza. The resolution also included steps towards a sustainable ceasefire. In addition, on December 20, 2023, the UK amended General License INT/2023/3749168 under regulation 31 of the Counter-Terrorism (International Sanctions) (EU Exit) Regulations 2019, which was issued on November 14, 2023 to facilitate the timely delivery and provision of humanitarian aid in relation to the conflict in Israel and the Occupied Palestinian Territories. The amendment added the Disasters Emergency Committee as a Relevant Person; amended the definition of “UK Funded Person;” clarified the geographical extent of the license; and updated reporting requirements to make clear who must report to OFSI. The license is set to expire on May 15, 2024.
