United States amends Tri-Seal Advisory to reflect Caesar Act repeal

The United States recently amended the Tri-Seal Advisory: Sanctions and Export Controls Relief for Syria, which was issued in November 2025 by the Departments of Treasury, State and Commerce to address the lifting of U.S. sanctions on Syria to help the country rebuild its economy.  The Office of Foreign Assets Control reported that Tri-Seal Advisory was amended to reflect the repeal of the Caesar Syria Civilian Protection Act of 2019 (“Caesar Act”).  The Caesar Act was repealed on December 18, 2025, officially removing the threat of mandatory sanctions for foreign persons that provide significant financial, material or technological support for, or knowingly engages in significant transactions with, the Government of Syria.
