United States issues Tri-Seal Advisory on recent efforts to provide Syrian relief

The United States recently published a Tri-Seal Advisory regarding sanctions and export control relief provided to the country of Syria.  The Advisory, which was issued by the Department of the Treasury, the Department of State, and the Department of Commerce on November 10, 2025, summarizes the various actions that the United States has taken to show its support for the people of Syria following the removal of Bashar al-Assad and his associates from power and “to give the country a chance at peace and prosperity.”  In addition to the issuance of Executive Order 14312 on June 30, 2025, which formally removed the comprehensive U.S. sanctions on Syria, the U.S. Treasury’s Office of Foreign Assets Control also published General License 25 on May 23, 2025, which authorizes U.S. persons to transfer U.S.-origin goods to or within Syria without a license.  On November 10, 2025, the Secretary of State also partially suspended the imposition of Caesar Act sanctions for 180 days to temporarily halt the imposition of all sanctions under the Caesar Act, with the exception of certain transactions involving the government of Russia and Iran or the transfer of Russian-origin or Iranian-origin goods.

According to the Advisory, U.S. sanctions continue only against “the worst of the worst,” including Bashar Al-Assad, his associates and supporters, and other destabilizing persons in the region.  While Syria is still designated in the United States as a State Sponsor of Terrorism, on November 7, 2025, Syrian President Ahmed Al-Sharaa and Syrian Interior Minister Anas Hasan Khattab were removed from the Specially Designated Global Terrorist (SDGT) list.  In addition, the Department of Commerce issued a rule on September 2, 2025 that made it easier for companies to obtain export licenses for certain dual-use exports to Syria and removed the license requirement altogether to enable the export of U.S.-origin goods, software, and technology with predominately civilian uses.
