The United States recently issued a Quint-Seal Compliance Note for entities involved in the maritime and other transportation industries. The purpose of the note is to highlight tactics commonly used by malign actors in the industry, and to recommend compliance practices that might reduce the risk of US sanctions evasion and sanctions and export controls violations. The note was issued jointly by the Department of Justice, the Department of Commerce’s Bureau of Industry and Security, the US Department of Homeland Security’s Homeland Security Investigations, the Department of State’s Directorate of Defense Trade Controls, and the Department of the Treasury’s Office of Foreign Assets Control. The note also provides an overview of recent criminal and civil enforcement actions initiated by these Departments that were taken in response to various attempts to evade US sanctions and export controls and the methods used to disguise the shipment of prohibited cargo or conceal the involvement of designated individuals and entities.
