Under the EU regime, where certain specific grounds are met, licenses may be granted by the competent authority of each Member State, which allow the holder to use funds and economic resources which would otherwise be frozen, or to export, import or transfer listed goods or conduct otherwise prohibited activities (see here).

With respect to financial sanctions, pursuant to Decree 109/2007, license applications shall be submitted to the Financial Security Committee.

With regard to export restrictions, Decree 221/2017 provides for the issuance of (i) specific individual licenses, (ii) global individual licenses; (iii) EU general licenses, and (iv) national general licenses.  Such licenses are granted by the Ministry of Foreign Affairs and International Cooperation (Unità per le autorizzazioni dei materiali di armamento) which shall complete the procedure within 180 days of receipt of the relevant request.
