The U.S. designates procurement director of the Rapid Support Forces in Sudan

On October 8, 2024, the U.S. Department of the Treasury’s Office of Foreign Assets Control designated the procurement director for the Rapid Support Forces (“RSF”), one of the two warring forces responsible for the conflict in Sudan.  OFAC designated Algoney Hamdan Daglo Musa for leading RSF efforts to procure weapons and military materiel in order to prolong the war in Sudan, which has left 11 million displaced, millions facing emergency levels of hunger, and has restricted access to vital humanitarian assistance.

The designations were imposed pursuant to Executive Order 14098, which sanctions individuals and entities engaged in actions or policies that threaten the peace, security and stability of Sudan or undermine its democratic transition.  As a result of these designations, all property and interests in property of the designees within the United States or within the possession or control of a U.S. person are blocked, and U.S. persons are generally prohibited from engaging in transactions involving a designated person.  Entities owned 50 percent or more by one or more blocked persons are also blocked.
