On April 7, 2025, the U.S. Department of the Treasury’s Office of Foreign Assets Control issued General License 13M under the Russian Harmful Foreign Activities Sanctions Regulations, 21 CFR part 587. General License 13M extends, until July 9, 2025, the authorization of certain administrative transactions – such as the payment of taxes and import duties – that are otherwise prohibited by Directive 4. Administrative transactions involving the Central Bank of the Russian Federation, the National Wealth Fund of the Russian Federation, and the Ministry of Finance of the Russian Federation are permitted under GL 13M only if the transaction is a necessary part of day-to-day operations in the Russian Federation. GL 13M replaces and supersedes GL 13L in its entirety.
OFAC also amended Frequently Asked Questions 999 and 1118, which provide an overview and further clarity on the provisions in Directive 4, in order to reflect the issuance of the new general license.
On the same day, OFAC published Arabic translations of the following Counter-Terrorism general licenses that authorize certain transactions involving Ansarallah: GL 22A, GL 23A, GL 24A, GL 25A, GL 26A, and GL 28A. According to OFAC, these translations were provided for information purposes only.
