United States targets fugitive leader of Tren de Aragua

On June 24, 2025, the U.S. Department of the Treasury’s Office of Foreign Assets Control designated the fugitive leader of Tren de Aragua (“TdA”), Giovanni Vicente Mosquera Serrano.  Mosquera Serrano was designated by OFAC for his involvement in TdA’s drug trafficking and financial operations, including extortion efforts for the group and murders carried out by the gang in Colombia.  On February 20, 2025, TdA was one of several Mexican cartels designated as a Foreign Terrorist Organization and a Specially Designated Global Terrorist by the Department of State.  TdA was also previously designated by OFAC in 2024 as a significant Transnational Criminal Organization pursuant to Executive Order 13581, as amended.

According to OFAC, the designation was timed to coincide with the addition of Mosquera Serrano to the Federal Bureau of Investigation’s Ten Most Wanted List and the unsealing of an indictment charging Mosquera Serrano with drug trafficking and terrorism-related charges in the Southern District of Texas.  On the same day, the Department of State also offered a reward of up to $3 million through its Transnational Organized Crime Rewards Program for information leading to the arrest and/or conviction of Mosquera Serrano.

The designation was made pursuant to Executive Order 13581, as amended, and the counterterrorism authority EO 13224, as amended.  As a result of this designation, all property and interests in property within the United States or within the possession or control of a U.S. person are blocked, and U.S. persons are generally prohibited from engaging in transactions involving a designated person.  Entities owned 50 percent or more by one or more designated persons are also blocked.
