On November 13, 2023, the Government of France announced the designation of Marwan Issa and Mohammed Deif, two Hamas leaders associated with the Izz ad-Din al-Qassam Brigades, Hamas’ military wing. France’s Minister of Economy, Finance and Industrial Sovereignty and the Minister of the Interior and Overseas Territories froze the assets of both designees for a period of six months. These measures were taken in accordance with Articles L. 562-2 of the Monetary and Financial Code, which authorize the freezing of assets and prohibit making funds available to those who engage in certain financial crimes, including the financing of terrorist activities. According to the order, the restrictive measures extend to entities that the designees, directly or indirectly, own or control and to entities that knowingly act their behalf.
