Odebrecht banned from participating in contracts with the Mexican government

On April 26, 2019, the Mexican Secretary of Public Administration (Secretaría de la Función Pública) announced the debarment of two affiliates of Odebrecht S.A., Odebrecht Ingeniería y Construcción Internacional de México, S. A. de C. V. (“OICIM”) and Construtora Norberto Odebrecht, S. A. (“CNO”), from participation in contracts with the Mexican federal government for a period of three years.  The announcement followed an administrative sanctions proceeding conducted by the Liabilities Unit of Pemex Industrial Transformation, a subsidiary of the state-owned Petroleos Mexicanos (“Pemex”).  The prohibition applies to all institutions of the federal public service and state-owned enterprises.  OICIM was debarred for providing false information and failing to go through proper channels in relation to a contract modification.  CNO was sanctioned for overcharging Pemex Refinación, the state-owned oil refinery.
