On May 13, 2019, Frank James Lyon was sentenced to 30 months in prison by the United States District Court for the District of Hawaii. Lyon had previously pleaded guilty to conspiracy to pay bribes in violation of the FCPA and 18 USC § 666, a federal law prohibiting bribery of organizations receiving U.S. federal funds. As part of his plea, Lyon admitted channeling bribe payments to foreign officials of the Federated States of Micronesia in order to obtain and retain lucrative contracts with the Micronesian government for the construction of airport infrastructure. The bribes were made in the form of cash, gifts, travel, entertainment, and vehicles.
