Hizballah operative designated by OFAC

The US Department of the Treasury’s Office of Foreign Assets Control has designated Salman Raouf Salman pursuant to Executive Order 13224, for coordinating the attack on Buenos Aires’ Jewish cultural center twenty-five years ago, and for acting on behalf of Hizballah, which was designated as a Foreign Terrorist Organization in 1997, and as a Specially Designated Global Terrorist pursuant to Executive Order 13224 in 2001.

A US State Department program, Rewards for Justice, has offered a reward of up to $7 million for the identification or location of Salman.

As a result of the designation, all US property of Salman is blocked, and dealings by US persons with such property is generally prohibited.  Salman is also subject to secondary sanctions, pursuant to which OFAC can prohibit or impose strict conditions on correspondent or payable-through accounts in the US by foreign financial institutions that knowingly facilitate significant transactions for Hizballah.
