Chinese electrical equipment company debarred by the World Bank Group

On May 6, 2020, the World Bank announced that it had debarred Liaoning-EFACEC Electrical Equipment Company Limited, a Chinese company that provides design, manufacturing, and maintenance services for electrical equipment, for twenty months.  According to the World Bank, Liaoning failed to disclose a conflict of interest and misrepresented its past contract experience in connection with its efforts to participate in the World Bank’s Lusaka Transmission and Distribution Rehabilitation Project in Zambia. 

The debarment period imposed on Liaoning was reduced to twenty months due to the company’s cooperation and voluntary remedial actions.  During this debarment period, Liaoning is ineligible to participate in World Bank-funded projects, and is subject to cross-debarment by other multilateral development banks.  As a condition of its release from debarment, Liaoning has committed to implementing a compliance program consistent with World Bank integrity compliance guidelines.
