The US Department of the Treasury recently announced the establishment of a humanitarian channel in Qatar (“HC”) to further support the flow of humanitarian assistance to the people of Iran. The HC is similar to humanitarian channels established under previous administrations in that it supports the Iranian people’s access to food, agricultural goods, medicine and medical devices, and contains requirements that guard against money laundering, misuse, and evasion of US sanctions. On September 18, 2023, the Department of Treasury’s Office of Foreign Assets Control published two Frequently Asked Questions to provide the public with a general overview of the HC (FAQ 1134), and to provide guidance to companies interested in exporting humanitarian goods to Iran (FAQ 1135).
