On March 14, 2025, the Office of Financial Sanctions Implementation published a report, in accordance with s149(3) of the Policing and Crime Act 2017 (“PACA”), to disclose that three UK registered charities – Sahara Hands, Peculiar Peoples’ Palace Ministries, and Impact Planet – had breached Regulation 36 (6) of the Counter Terrorism (International Sanctions) (EU Exit) Regulations 2019 (“the Regulations”). According to OFSI, despite multiple attempts to contact the charities, they each failed to respond to OFSI’s Requests for Information (“RFI”). OFSI considers these charities, which are listed with the Charity Commission, to be in breach of Regulation 36 (6) of the Regulations for failing to provide required information without a reasonable excuse. OFSI also indicated that this disclosure is an information offense only and, while the lack of response has hindered OFSI’s ability to monitor sanctions compliance, the Office had no information that would suggest that the charities had committed any further breach of the Regulations.
