OFSI extends two Russia-related general licenses

The UK Office of Financial Sanctions Implementation of HM Treasury recently amended two general licenses issued under Regulation 64 of the Russia (Sanctions) (EU Exit) Regulations 2019 (“the Russia Regulations”).  On February 13, 2023, OFSI amended General License INT/2022/1710676 to extend the provisions in the license, which now expire on September 30, 2023.  This general license enables certain North American Subsidiaries of Evraz plc, a designated Russian steel manufacturer, to continue business operations.  The license specifically permits UK persons to transact with Evraz North America plc, Evraz Inc. NA, and Evraz Inc. – Canada.

On February 14, 2023, OFSI also amended General License INT/2022/1839676 related to Russian Travel to expand the provisions in the license to enable the UK persons to purchase tickets from the South Caucasus Railway CJSC, a subsidiary of Russian Railways, and allow passenger rail travel between Armenia and Georgia and within those two countries.  The license, which took effect on May 23, 2022, now expires on May 23, 2024.
