UK becomes the first country to proscribe Terrorgram as a terrorist organization

On April 26, 2024, the United Kingdom became the first country in the world to proscribe the Terrorgram collective as a terrorist organization after Parliament approved a draft proscription order against the group on April 22, 2024.  The UK government describes Terrorgram as an online neo-fascist terrorist group that, according to Home Secretary James Cleverly, “spreads vile propaganda and aims to radicalize young people to conduct heinous terrorist actions.”  The proscription makes it a criminal offense to belong to the Terrorgram collective, invite support for the group, or, in certain circumstances, display articles associated with the group.  Proscription offenses in the United Kingdom can be punishable by up to 14 years in prison and/or an unlimited fine.

According to UK government, the Terrorgram collective was added to a list of proscribed organizations along with 80 others.  It is the 6th extreme right-wing group to be added to list alongside 14 Northern Ireland-related groups and 75 groups that follow extreme Islamist or other ideologies.  Proscription enables UK counter terrorism authorities to compel tech companies and social media platforms to remove or block Terrorgram’s online content for UK users.  Section 2 of the Terrorism Act 2026 also makes it illegal to disseminate terrorist publications, which includes the circulation, sale or transmittal of terrorist publications online.
