EU Regulations imposing restrictive measures require Member States to lay down the rules on penalties applicable to infringements of the provisions and to take all measures necessary to ensure that they are implemented. The penalties provided for must be effective, proportionate and dissuasive. In this view, Italian law provides for both criminal and civil penalties (see under “Fines, Penalties and Sanctions”).
